Telegram to Malenkov
(November 5, 1953)

Comrade Malenkov, Chairman of the Council of Ministers of the Union of Soviet Socialist Republics:

On the occasion of the 36th anniversary of the great October Socialist Revolution, I, on behalf of the Chinese people, the Chinese Government, and in my own name, extend to you warm and heartfelt congratulations.

Since the victory of the October Revolution, the Soviet state has shone like a beacon, illuminating the path forward for the exploited people and oppressed nations of the whole world. The ever more brilliant achievements and might of the Soviet people, gained recently in the cause of building communism, inspire all progressive humanity to struggle with full confidence for a bright future.

The Soviet Union’s stand for the peaceful settlement of all international disputes and its efforts to oppose imperialist policies of aggression prove that the interests of the Soviet Union and the interests of the peace- and freedom-loving people of the whole world are completely identical. The good people of all countries are coming to see ever more clearly that the Soviet Union is a mighty bastion safeguarding world peace and human justice, while the imperialists’ anti-Soviet slander is merely part of their base scheme to enslave humanity.

The peoples of China and the Soviet Union have, through the rich historical experience of the past 36 years, forged an unbreakable fraternal friendship. Now, as the People’s Republic of China, with the generous assistance of the Soviet Union, advances along the glorious path of socialist industrialization and the socialist transformation of the national economy, which the Soviet Union has victoriously traversed, our people feel more than ever before the profound intimacy between the Chinese and Soviet peoples and the incomparable preciousness of the friendship between the two countries.

For the sake of the common development of our two peoples, and for the sake of world peace and human progress, may the great friendship between China and the Soviet Union be forever consolidated and develop unceasingly!
