Comments on Li Weihan’s Speech Draft at the National Congress of the All-China Federation of Industry and Commerce (November 5, 1953)

To Comrade Li Weihan:  (1) I agree that it be published on the 10th;  (2) I have only added or revised a few words on pages 7, 10, 13, and 14;  (3) Please send a copy to Comrade Gao Gang for his review; if Premier Zhou returns to Beijing before the 10th, it should also be shown to him.

[4] The resolution adopted by the National Congress of Members of the All-China Federation of Industry and Commerce, accepting and endorsing Chairman Chen Shutong’s opening address and the speech by Li Weihan, Deputy Director of the Financial and Economic Commission of the State Administration Council of the Central People’s Government, appeared in the People’s Daily of November 14, 1953. Chen Shutong’s opening address, entitled “Strive to Implement the General Line of the State and Properly Bring into Play the Positive Role of Private Industry and Commerce,” delivered at the National Congress of Members of the All-China Federation of Industry and Commerce on October 23, 1953, was published in the People’s Daily of October 24, 1953.
