We have noted the contents of the telegram of 28 October at 20:00 hours and the matters discussed by telephone. The US side itself initiated discussion on the substance of the agenda item, yet falsely accused our side of departing from the agenda, and unilaterally decided to take our agenda as the official agenda. In response to this, at the meeting on the 29th it should be pointed out that the bilateral talks (3) should first reach agreement on the agenda, and should not first broadly drag in the substance of the issues. The other side first dragged in substantive issues and falsely accused our side of departing from the agenda question; this is clearly an attempt to divert the target and disrupt procedure. In the current discussions we should persist in resolving the agenda question, and except when it is necessary to counterattack, we should not engage in discussions with them on substantive issues. If the other side again drags in substantive issues, we still persist in returning to the agenda question and indicate that they should consider proposing a recess. In the discussions, maintain a tough attitude; do not fear rupture, but also do not shut the door completely. When encountering unreasonable actions by the other side, strike back on the spot. At the meeting on the 28th, the other side insulted China, Korea, and the Soviet Union. On the 29th, lodge a serious protest, pointing out that this is not an attitude of peaceful consultative talks, but an attitude of sabotaging the talks, and is a serious gaffe; demand that they retract
