Annotations and Revisions on the Draft Speech for the Leading Group Meeting
(October 23, 1953)

Comrade Shangkun[1]:
Please have the draft speeches of Comrades Liu, Rao, and An[2] at the Leading Group meeting typed into over ten copies (proofread without error), prepared for each head of the organization departments of the various Central Bureau sub-bureaus to take one copy, keep two copies in your office, and deliver one copy to me for backup when I come into the city this afternoon. The meeting need not be held on Saturday.

Now is the time for the whole Party to unite and earnestly implement the Party's General Line for the transition period. We must transform a backward agricultural country into an industrial country. We must carry out socialist transformation of the existing agriculture, handicrafts, and capitalist industry and commerce. We must basically accomplish this great task within a period of about fifteen years. Our organizational work must serve this General Line well. I am confident that comrades are pleased and capable of undertaking this task.[1]

At present, as the whole Party implements the Party's General Line for the transition period, that is, the historic juncture of transforming an agricultural country into a socialist industrial country and transforming various non-socialist economic sectors into socialist economic sectors, we who are engaged in organizational work must concentrate our full attention on striving to guarantee this Party's General Line. I believe that comrades working in the Party's organizational departments across the country are capable of undertaking this great and glorious task.[2]
