Annotations and Revisions to the Speech Manuscripts of Liu Shaoqi and Others at the Meeting of the Leading Group of the National Organizational Work Conference (October 23, 1953)  To Comrade Yang Shangkun [1]:  Please type out more than a dozen copies of the speech manuscripts delivered by Comrades Liu, Rao, and An [2] at the meeting of the Leading Group (with careful proofreading to avoid errors), for distribution to the organization ministers of all Central Bureaus and Sub-bureaus—each to take one copy.
Keep two copies in your office, and when I go into the city this afternoon, please hand me one as a backup.
There is no need to hold a meeting on Saturday.

II  Now is the time for the entire Party to unite and earnestly implement the Party’s general line during the transitional period.
We must transform a backward agricultural country into an industrial one.
We need to carry out socialist transformation of the existing agricultural sector, handicraft industries, and capitalist industry and commerce.
Within approximately fifteen years, we aim to basically accomplish this great task.
Our organizational work must serve this general line well.
I am confident that our comrades are both willing and capable of shouldering this responsibility. [3]

III  At this historic juncture, as the whole Party is implementing the Party’s general line for the transitional period—namely, transforming an agricultural country into a socialist industrial country and converting all non-socialist economic components into socialist ones—those of us engaged in organizational work must devote ourselves wholeheartedly to ensuring the successful realization of this Party general line.
I believe that all comrades working in the Party’s organizational departments are fully capable of undertaking this great and glorious mission. [4]
