Notice on the Central Committee’s Resolution on Implementing Planned Procurement and Planned Supply of Grain, together with Mao Zedong’s Revisions to the Draft Resolution (October 16, 1953)  I. To all Central Bureaus, Sub-bureaus, Provincial (Municipal) Committees, Prefectural Committees, and County Committees; also to all departments of the CPC Central Committee and the Party Groups of the Central People’s Government:  We hereby transmit the “Resolution of the CPC Central Committee on Implementing Planned Procurement and Planned Supply of Grain” for your serious implementation.
In addition to promptly forwarding it to county committees and urban district committees, it may be published in Party periodicals.

It is essential that they understand the Party’s general line and general task during the transitional period, which is to build our country into a great socialist state within approximately three five-year plans—roughly fifteen years—and thereby effect the transition from new democracy to socialism in China.
