Annotations and Revisions on Comrade Chen Yun’s[1] Draft Outline of Key Points for the Report at the 26th Meeting of the Central People’s Government

The budget’s revenues and expenditures are basically still correct.[2]

II
Policy and tasks must be consistent; this point shall continue to be implemented without change.[3]

However, the so-called emphasis on industry does not mean that the people’s livelihood at present is not given consideration. On the contrary, it should be given consideration.[4]

Wherever classes exist, there exist the ideas of those classes.[5]

All our work revolves around one general objective, which is to achieve: under the leadership of the Communist Party and the working class, and in the course of correctly implementing the policies of giving consideration to both public and private interests, benefiting both labor and capital, mutual assistance between urban and rural areas, and exchange between domestic and foreign trade, steadily accomplish the great task of building and transforming our country during the transition period. That is to say, we must, over a considerably long period of time, basically accomplish the great task of national industrialization and the socialist transformation of agriculture, handicrafts, and capitalist industry and commerce. To accomplish this task, it requires the cooperation of all nationalities, all democratic classes, all democratic parties, and all people’s organizations throughout the country, using the methods of criticism and self-criticism to promote correct ideas and criticize erroneous ideas. As long as we all understand and our methods are appropriate, we are confident that we can gradually accomplish this task.[6]
