Telegram to Malenkov and Molotov
(September 2, 1953)

Comrade Malenkov, Chairman of the Council of Ministers of the Soviet Union:
Comrade Molotov, Minister of Foreign Affairs of the Soviet Union:

On the occasion of the eighth anniversary of the victory in the War of Resistance Against Japan, we hereby extend warm congratulations to the Soviet people and the Soviet armed forces on behalf of the Chinese people and the Chinese People’s Liberation Army.

Throughout the protracted and arduous war of resistance against Japanese imperialist aggression and in the final battles to defeat Japanese imperialism, the Chinese people received the support and assistance of the Soviet people from beginning to end. In particular, in 1945, because the Soviet armed forces entered the war and fought together with the Chinese people, Japanese imperialism was defeated and final victory was won.

Since the establishment of the People’s Republic of China, and with the signing of the Sino-Soviet Treaty of Friendship, Alliance, and Mutual Assistance, the unbreakable friendship between China and the Soviet Union has been and is daily being consolidated and developed. This great friendship has now become a firm guarantee of peace in the Far East and world peace.

Here, we must also mention that the fraternal assistance rendered by the Soviet Union to the Chinese people has been an important factor in the rapid recovery of China’s economy and its embarking on the path of planned construction.

Recently, the signing of the Korean Armistice Agreement is clearly a new and significant achievement gained by the entire peace and democratic camp in its efforts to secure peace and prevent a new war. This new and significant achievement has already contributed to the beginning of an easing of the entire world situation and, at the same time, will also contribute to the efforts of the Japanese people to establish normal relations with the countries of the Far East, so as to prevent the resurgence of Japanese imperialist aggression.

Long live the eternal cooperation between China and the Soviet Union in the just cause of defending peace in the Far East and the world!

Mao Zedong
Chairman of the Central People’s Government of the People’s Republic of China

Zhou Enlai
