Cases of conflict between the camps and the local population over interests undoubtedly still occur in various localities. Unless these are thoroughly investigated and rectified, incidents similar to that at Sanshengwei in Hudong County, Anqing [1] are bound to recur. Note [1] In its circular dated July 7, 1953, addressed to the Anhui Provincial Party Committee, the Shandong Sub-bureau, and the party committees of all provinces and municipalities directly under the central government, with a copy sent to the Central Committee, the East China Bureau of the CPC Central Committee reported on the Sanshengwei incident in Hudong County, stating that after a flood struck the area, the cadres of the labor-reform camp farm at Sanshengwei not only failed to act in the interests of the local people by proactively breaching the dike to release the floodwaters, but, disregarding the lives of the villagers, actually obstructed any such action—eventually going so far as to have the camp guards fire warning shots, resulting in a bloody confrontation.
