Huang Kecheng’s report stated:
The Air Force Command has requested instructions on issues related to air force operations after the Korean armistice. In our opinion, if enemy aircraft continue to intrude into the territorial airspace of northern Korea and our Northeast, it would constitute an act of the enemy violating the armistice agreement, and we intend to resolutely deal them annihilating strikes. For this reason, our air force must still maintain a high degree of vigilance and be ready for combat at any time. The report also put forward suggestions on issues such as the dissolution of the organs of the Joint Air Command.
