If not inspected and corrected, incidents similar to the Sanxingwei Incident in Hudong County, Anqing[I] will inevitably occur again. We hereby notify you of this, and hope you will pay attention.

In its circular of July 7, 1953, on the Sanxingwei Incident in Hudong County, addressed to the Anhui Provincial Committee with copies to the Shandong Sub-Bureau, all provincial and municipal committees, and reported to the Central Committee, the East China Bureau of the CPC Central Committee stated: After local flooding occurred, the cadres of the labor reform team farm at Sanxingwei in Hudong County not only failed to proceed from the standpoint of safeguarding the interests of the masses and take the initiative to breach the dikes to release water, but instead, disregarding the life and death of the masses, prevented the breaching of the dikes to release water, which escalated to the point where guards of the labor reform team fired shots, causing a bloody incident.
