During this winter and next spring’s agricultural slack season, all regions should concentrate their efforts on resolving the “new three anti-” problems at the district and township levels [1] (July 1, 1953). In addition to completing the township-level elections, local authorities are to devote primary attention to addressing these issues, with particular emphasis on tackling the problems in backward townships.
