Outline for Speech at the Politburo Meeting
(June 15, 1953)

The general line is the beacon illuminating all work.
"Differentiated treatment and equal treatment," "due consideration to both public and private interests," "benefits to both labor and capital," and "developing production and prospering the economy"—the former governs the latter.
Several erroneous viewpoints: (1) establishing the social order of New Democracy;
(2) moving from New Democracy to socialism; (3) safeguarding private property.
The Party's task is, within ten to fifteen years or somewhat longer, to basically accomplish national industrialization and socialist transformation.
The parts of so-called socialist transformation:
(1) agriculture; (2) handicrafts; (3) capitalist enterprises.
Gradually
Understanding regarding the gradual transition of capitalism to socialism—the socialist component can grow year by year, and the basic part of the bourgeoisie is educable.
