Instructions on the Decision Concerning Strengthening the Party’s Leadership over Government Work
(June 2, 1953)

To all Central Bureaus, Sub-Bureaus, and Provincial and Municipal Party Committees:

(1) Here are two documents, issued for your reference. One is the Regulation of the North China Bureau on Strengthening the System of Requesting Instructions and Reporting by Various Departments of the North China Administrative Committee to the North China Bureau and on Strengthening the North China Bureau’s Leadership over Government Work [1]; the other is the Decision of the Xinjiang Sub-Bureau on Strengthening the System of Requesting Instructions and Reporting by Various Departments of the Provincial People’s Government System to the Sub-Bureau and on Strengthening the Sub-Bureau’s Leadership over the Provincial People’s Government Work. (2) For those greater administrative regions, provinces, and municipalities that have not yet made a decision on this issue, it is expected that they will promptly make a decision and report it.

In this regulation issued by the North China Bureau of the Central Committee of the Communist Party of China on May 21, 1953, to the Party Group of the North China Administrative Committee, the Meng-Sui Sub-Bureau, all provincial Party committees, all municipal Party committees, all Party groups of people’s organizations, and reported to the Central Committee, it is stated: In accordance with the spirit of the Central Committee’s Decision (Draft) on Strengthening the System of Requesting Instructions and Reporting by Various Departments of the Central People’s Government System to the Central Committee and on Strengthening the Central Committee’s Leadership over Government Work, and in light of the specific conditions in North China, in order to strengthen the North China Bureau’s leadership over government work and ensure the correct implementation of the Party Central Committee’s guidelines, policies, plans, and major matters, to avoid
