Commentary on the Tianjin Municipal Party Committee’s Experience in Mobilizing Workers to Discuss Production Plans (May 1953) The Tianjin Municipal Party Committee’s experience [1] in engaging all workers in state-owned factories in discussing the national plan is worthy of widespread implementation.

Note [1] Refers to the experience summarized in a report submitted by the CPC Tianjin Municipal Committee on April 14, 1953, to the North China Bureau and forwarded to the Central Committee, concerning how state-owned and locally owned factories in Tianjin mobilized the masses to deliberate the 1953 production plan.
The main points were:

1. In response to key problems and weak links in production, all workers were mobilized to discuss the plan.

2. By formulating plans for organizational and technical measures—referred to by workers as “plans for improving methods”—the drive for increased output combined with economy and quality improvement was advanced, and such plans served as the basis for drawing up the overall production plan.

3. During the revision of the plan, educational work was carried out to explain the revolutionary tasks and the current situation in construction.
Some bureaus and factories also linked the plan revision with campaigns against falsification and concealment, arrogance and complacency, and bureaucratic practices, thereby effectively combating conservative and backward thinking as well as capitalist business approaches.

4. A large number of technical and managerial personnel were dispatched to work closely with workshops and work teams, employing model demonstrations when drawing up the plan.
