From now on, all documents and telegrams issued in the name of the Central Committee must be reviewed by me before they are sent out; otherwise, they shall be invalid. Please take note.

(1) Please take responsibility for checking whether and how many telegrams and documents issued in the name of the Central Committee and the Military Commission from August 1 of last year (a check was conducted for the period before August 1) to May 5 of this year were not reviewed by me (excluding periods when I was on inspection tours or on sick leave), and report the results to me;

(2) On several occasions in the past, resolutions of Central Committee meetings were issued without my review and without authorization. This is wrong and constitutes a breach of discipline.
