This instruction was written on the telegram sent by the Northeast Bureau of the CPC Central Committee on May 16, 1953, to its subordinate units regarding matters requiring attention when conveying Deng Zihui’s summary of the Central Rural Work Conference.

In its telegram to subordinate units, the Northeast Bureau of the CPC Central Committee stated: When conveying Deng Zihui’s summary of the Central Rural Work Conference in various localities, the phrase “basically complete the socialist transformation of rural areas nationwide within ten to fifteen years or a somewhat longer period” should, pending further instructions from the Central Committee on how to convey it, only be transmitted down to cadres at the county party secretary level. They should be instructed not to pass it further down for the time being and not to publicize it to the masses, so as to avoid causing unnecessary ideological confusion among some segments of the populace.
