For example, the situation of the logistics conference that Comrade Huang Kecheng intended to discuss with me a few days ago could be reported to the Central Committee. The procedure would be as follows: prepare a concise written report, submit it to Comrade Yang Shangkun [2] for distribution to all comrades, include it on the agenda, and have Comrade Huang provide a brief explanation when the meeting is convened.
