Letter to Huang Yanpei and Chen Shutong[1]

Dear Messrs. Renzhi and Shutong:

These two items contain some materials that may be worth reading. I would appreciate it if you could return them after perusal. The central issue concerning private enterprises, as with public ones, is democratic reform and increasing production and practicing economy. Once this issue is resolved, problems such as labor-capital relations will be readily solved.

[1] Huang Yanpei, courtesy name Renzhi, was then serving as Chairman of the China Democratic National Construction Association and Vice Premier of the Government Administration Council. Chen Shutong was then serving as Chairman of the Preparatory Committee of the All-China Federation of Industry and Commerce and Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference.
