\[1] This comment was written on a report dated April 22, 1953, submitted to Peng Dehuai by Lai Chuanzhu and Xu Liqing, Deputy Directors of the General Cadres Department of the People's Revolutionary Military Commission, requesting the Central Committee's examination and approval of the military ranks for officers at and above the level of the greater military regions. The report suggested that the rank grades for chiefs at and above the greater military region level be examined, approved, and finalized before May 5, so that work could begin on studying the rank grades at the level of corps commander and below. Peng Dehuai wrote the following comment on this report:
"All sorts of work are crowded together this year, making things rather intense. I wonder how it would be if the military rank evaluation work were postponed to the end of the year?"
