Liu refers to Liu Shaoqi. Zhou refers to Zhou Enlai. Zhu refers to Zhu De. Peng refers to Peng Dehuai, who at that time served as Vice Chairman of the People’s Revolutionary Military Commission. Deng refers to Deng Xiaoping, then Vice Premier of the State Council. Another Deng refers to Deng Zihui, then Minister of the CPC Central Committee’s Department of Rural Work. Rao refers to Rao Shushi, then Minister of the CPC Central Committee’s Organization Department.

In his report dated April 11, 1953, addressed to Mao Zedong and the Central Committee, An Ziwen stated that they had drafted a Provisional Measures for the Inventory and Registration of Revolutionary Martyrs and held a meeting on March 31 to discuss the draft. He also proposed a list of members for the Central Committee on the Inventory and Registration of Revolutionary Martyrs, requesting the Central Committee’s approval.
