As this matter involves a very broad scope and there is already an overwhelming amount of work this year, it would be advisable to postpone it until 1954.

Notes [1] An Ziwen was at the time Deputy Minister of the Organization Department of the CPC Central Committee. [2] Liu refers to Liu Shaoqi.
Zhou refers to Zhou Enlai.
Zhu refers to Zhu De.
Peng refers to Peng Dehuai, who at the time served as Vice Chairman of the People’s Revolutionary Military Commission.
The two Dengs refer respectively to Deng Xiaoping, then Vice Premier of the State Council, and Deng Zihui, then Minister of the CPC Central Committee’s Department of Rural Work.
Rao refers to Rao Shushi, then Minister of the CPC Central Committee’s Organization Department.

[3] In his report dated April 11, 1953, addressed to Mao Zedong and the Central Committee regarding the clearance and registration of revolutionary martyrs nationwide, An Ziwen stated: “We have drafted a Provisional Measures for the Clearance and Registration of Revolutionary Martyrs and held a meeting on March 31 to discuss this draft.
We have also drawn up a list of members for the Central Committee for the Clearance and Registration of Revolutionary Martyrs and are submitting it to the Central Committee for approval.”
