These notes were written on a letter dated April 3, 1953, from Dong Biwu, Vice Premier of the State Council and Director of the Political and Legal Committee, to Peng Zhen and the Executive Committee of the Party Leadership Group of the Political and Legal Committee, regarding the convening of the inaugural meeting of the Chinese Political and Legal Society.

Peng Zhen was then an alternate member of the Secretariat of the CPC Central Committee and Deputy Director of the Political and Legal Committee of the State Council.
