Endorsement by the Central Committee Transmitting the Report of the Shandong Sub-bureau on the New Three-Antis Campaign[1]

[1] Refers to the report submitted by the Shandong Sub-bureau of the CPC Central Committee on March 26, 1953, concerning issues related to the New Three-Antis Campaign, addressed to all prefectural and municipal party committees with copies to the East China Bureau and the Central Committee. The report states that in Shandong Province, the struggle against bureaucracy, commandism, and violations of law and discipline is being gradually and deeply developed in close conjunction with current work. However, progress is uneven across different areas. In some areas, no typical cases of violations of law and discipline have been seized upon and handled with great fanfare, so the struggle remains stuck at a stage of broad review, with little effect. In order to ensure that this struggle unfolds comprehensively, soundly, and deeply, the following opinions are put forward: (1) All areas must handle typical cases of violations of law and discipline in coordination with central tasks; this is the decisive link determining whether the current New Three-Antis Campaign can be deepened. At the same time, all areas should begin investigating good people and good deeds, and commend them when the struggle reaches an appropriate stage. Typical examples of good people, good deeds, bad people, and bad deeds should be made known to the public through newspapers, circulars, and other means, to promote righteousness and suppress evil trends. (2) By convening Party congresses, people's congresses, and cadre meetings, work should be reviewed, summarized, and arranged; leading bodies should conduct self-examinations, and criticism from the bottom up should be developed to criticize bureaucratic and commandist work styles, expose and discuss cases of violations of law and discipline, and commend good people and good deeds. Such meetings, which comprehensively embody policy, yield very good results. All areas should summarize and promote this experience. (3) This year's military recruitment drive and spring ploughing and production work have both thoroughly implemented the spirit of the struggle against bureaucracy, commandism, and violations of law and discipline, thereby both raising the people's consciousness and advancing all current tasks. These experiences should be summarized and written up in special-topic reports. The report proposes that in the current struggle against bureaucracy, commandism, and violations of law and discipline, in addition to firmly grasping the three links mentioned above, the following two deviations must be strictly prevented: First, prevent the deviation of unclear boundaries and excessively wide targeting in attacks; second, prevent the error of combating bureaucracy with bureaucracy, combating commandism with commandism, and combating violations of law and discipline with violations of law and discipline.
