Central Directive on How to Conduct the New Three Antis in Counties, Districts, and Townships
with some having 1,400 participants, others as few as over 700. They did not convene these meetings specifically for the New Three Antis, but rather to review past work and lay out plans for future work, and in the course of these meetings the New Three Antis struggle was unfolded.
The county Party committees began by making profound self-examinations, guiding district and township cadres to raise criticisms toward the county and district levels, and self-criticism was broadly carried out. The meetings not only criticized bad people and bad deeds, but also commended good people and good deeds, enabling people to understand how to carry out work after casting aside commandism. The meetings lasted twelve to fifteen days and were conducted in the manner of rectification. By doing it this way, very few people were hurt, while a great many people were united, educated, and awakened. This method can be adopted everywhere. The provincial committees should guide the prefectural committees, and the prefectural committees should guide the county Party committees to carry it out well; the more prepared and orderly it is done, the better. As for an extremely small number of the most typical bad people and bad deeds, they must be thoroughly investigated and studied, handled as special cases, and exposed, in order to educate the Party and the people.
