The three fishing vessels may all be released together, with only their catch (fish) confiscated. When fishing vessels from the Tokyo Japan Fisheries Company intrude again for fishing in the future, it will not be too late to decide on confiscating their fishing vessels at that time.

This note of instruction was written on a report dated March 13, 1953, from Xu Zirong, Vice Minister of the Ministry of Public Security of the Central People’s Government, to Zhou Enlai, regarding the handling of three Japanese fishing vessels that had intruded into our fishing zones.
