Comments and a Note on the Central Committee’s Forwarding of the Northwest Bureau’s
Report on the Inspection of the Implementation of Ethnic Policies in Linxia, Gansu
(March 19, 1953)

Sent to Comrade Li Weihan[1] for another review; a note[2] has been added to the attachment.
Mao Zedong
March 19

In some places, ethnic equality has basically been achieved and ethnic estrangement has basically been eliminated; in these places it can be said that big-nation chauvinism is merely a remnant. But in places where ethnic equality has not yet basically been achieved and ethnic estrangement has not yet basically been eliminated, big-nation chauvinism still exists in a serious way and cannot be described as merely a remnant. Furthermore, at present the principal dangerous ideology is Han chauvinism; do not refer generically to big-nation chauvinism. — Central Committee

[1] Li Weihan was then Director of the United Front Work Department of the CPC Central Committee and Chairman of the Ethnic Affairs Commission of the Central People’s Government.
[2] That is, Part II of this document. This note written by Mao Zedong for the Central Committee was added in parentheses after the following sentence in the Central Committee’s forwarding of the Northwest Bureau’s reply of February 20, 1953, to the Gansu Provincial Committee: “According to the inspection report of Linxia County, what currently exists among Han cadres and Han masses is mainly a remnant of the big-nation chauvinism tendency.”
