Comments and a Note by the Central Committee on the Northwest Bureau’s Report on the Implementation of Ethnic Policies in Linxia, Gansu (March 19, 1953) One copy is sent to Comrade Li Weihan [1] for another review; a note [2] has been added to the appendix. Printed from Mao Zedong’s manuscript on March 19. 2 In some areas, ethnic equality has basically been achieved and ethnic estrangement largely eliminated. In such places, it can be said that Great-Nation Chauvinism exists only as a remnant. However, where ethnic equality has not yet been fundamentally realized and ethnic estrangement has not yet been substantially overcome, Great-Nation Chauvinism still persists seriously and cannot be regarded merely as a residual phenomenon. Moreover, at present the principal dangerous ideology is Great-Han Chauvinism; we should not speak generally of “Great-Nation Chauvinism.” —— Published by the Central Committee based on Mao Zedong’s manuscript.

Notes [1] Li Weihan was then Minister of the United Front Work Department of the CPC Central Committee and Director of the Nationalities Affairs Commission of the Central People’s Government. [2] Namely, this section (2). This note written by Mao Zedong for the Central Committee was enclosed in parentheses and appended to the sentence in the Northwest Bureau’s reply of February 20, 1953, transmitted by the Central Committee to the Gansu Provincial Party Committee: “According to the inspection report from Linxia County, what currently predominates among Han cadres and the Han masses is precisely the remaining tendency of Great-Nation Chauvinism.”
