ARRANGING RURAL WORK SHOULD TAKE INTO ACCOUNT
THE DISPERSED CHARACTERISTICS OF THE SMALL-PEASANT ECONOMY [1]

(March 17, 1953)

Even in rural areas where mutual aid and cooperative organizations are widely developed, it is necessary to take into account these dispersed characteristics, because the current mutual aid teams and agricultural producers’ cooperatives are still small-scale organizations, and they are built on the foundation of private property and use backward tools.

[1] This is a passage added by Mao Zedong to the draft of a central directive on arranging rural work in consideration of the characteristics of the small-peasant economy.
