Central Committee Directive on the Policy and Deployment for the New Three-Anti Campaign
(March 14, 1953)

To the East China Bureau, the Shanghai Municipal Committee, and to all Central Bureaus and Sub-bureaus for transmission to all Provincial and Municipal Committees:

(1) The two telegrams from the Shanghai Municipal Committee on March 2 and the East China Bureau on March 9 have both been received. The Central Committee agrees with the East China Bureau's comment on the comprehensive report of the first Party congress of Shanghai Municipality, which focuses on the new Three-Anti campaign. In the future, such conferences should be held once every six months, and the duration can be shortened.

(2) In March, April, and May of this year, the focus should be on the three levels of the major administrative region, the province and municipality, and the special region, to inspect bureaucratism in the leading organs and various professional organs. The inspection of commandism and violations of law and discipline at the three levels of the county, district, and township should be carried out as a pilot program to gain experience for wider application. In June, July, August, and September of this year, in coordination with the general election work, the focus should be on inspecting commandism and violations of law and discipline at the three levels of the county, district, and township, while continuing to inspect bureaucratism in the major administrative regions, provinces, municipalities, and special regions. We hope you will make deployments according to this policy and pay attention to integrating it with various specific tasks, and not carry out the new Three-Anti campaign in isolation.
