Telegram from the Military Commission Agreeing to the Bandit Suppression Deployment in the Northwest
(March 10, 1953)

To the Northwest Military Area Command and the Southwest Military Area Command:

The telegram from the Northwest Military Area Command dated March 8 has been received. We agree with the bandit suppression deployment of the Gansu-Qinghai Bandit Suppression Command and the opinion of the Northwest Military Area Command. We hope you will order the Bandit Suppression Command to pay attention to the various difficulties that may be encountered, mainly difficulties in material supply and difficulties arising from the lack of understanding of us by ethnic minorities. When these difficulties are encountered, the subordinates must be encouraged to think of every possible way to overcome them, so as to achieve the complete annihilation of all bandits, and not to give up halfway.
