Letter to the Dalai Lama

The government has handled matters in accordance with this spirit. I shall not elaborate further here. In the future, wherever you and the Panchen Erdeni[1] need assistance from the central government, you may inform Representative Zhang[2] or ask Representative Zhang to relay it to me by telegram.

I wish you success in leading the local government and people of Tibet in gradual construction, so that Tibet grows increasingly prosperous, the lives of the Tibetan clergy and laity improve day by day, the future of the Tibetan people becomes ever brighter, and the border defenses of the motherland are further consolidated. And I wish you
good health.
