(March 10, 1953)
To the Northwest Military Region, and copy to the Southwest Military Region:

Your telegram of March 8 has been received. The bandit suppression deployment of the Gansu-Qinghai Bandit Suppression Command[2] and the opinions of the Northwest Military Region are approved. Instruct the Bandit Suppression Command to pay attention to the various difficulties it may encounter, primarily difficulties in material supply and the difficulty arising from ethnic minorities not understanding us. When encountering such difficulties, you must encourage your subordinates to think of every possible way to overcome them, ensure the complete annihilation of all bandits, and never abandon the task halfway.
