Central Committee’s Transmittal of the Hebei Provincial Committee’s Experience in Launching the New Three-Anti Struggle

To all central bureaus and sub-bureaus, for transmission to provincial, municipal, and district party committees and prefectural committees:

The experience of Hebei Province [1] is very good. It is hereby issued to you for reference and for publication in party journals. It is hoped that all provincial and municipal committees will follow the example set by the Hebei Provincial Committee, integrating the New Three-Anti Struggle with all work in 1953, and carrying it out under leadership. It is also requested that within the three months of spring, several typical cases be selected, with the provincial party committee secretary personally taking charge, launching the struggle, and exposing them in the newspapers, so as to provide guidance for the entire province.

[1] Refers to the experience of the Hebei Provincial Committee in leading the struggle against bureaucracy, commandism, and violations of law and discipline, as reported by the North China Bureau of the Central Committee of the Communist Party of China to its subordinate units on March 5, 1953. The report stated that leading organs at all levels in Hebei Province had previously exhibited a serious tendency to pay insufficient attention to handling letters and visits from the masses and to refrain from exposing evildoers and misdeeds. Following the Central Committee’s directive to oppose bureaucracy, commandism, and violations of law and discipline, and under the constant supervision of the North China Bureau, the Hebei Provincial Committee conducted a profound self-examination. In late January, it convened a meeting of prefectural and municipal party committee secretaries, presided over by Provincial Party Committee Secretary Lin Tie, at which it seriously dealt with the case of violations of law and discipline by cadres of Taidi Village in Yi County and the case of a fire at the Shijiazhuang Vegetable Oil General Factory, which resulted in severe losses of state property due to bureaucratic practices by leading cadres. Subsequently, the provincial committee, the provincial people’s government, and some prefectural and municipal committees handled a series of typical cases involving serious violations of law and discipline that harmed the people’s interests, punishing the bad elements who had seriously violated law and discipline and oppressed the people. The handling of these typical cases was publicly released through the *Hebei Daily*, playing a significant role in educating cadres and the masses. The Hebei Provincial Committee’s serious and earnest measures in handling typical cases of violations of law and discipline won the warm support of the broad masses, further strengthening and consolidating the ties between the Party and the broad masses, and enhancing the masses’ courage to expose evildoers and misdeeds. The Hebei Provincial Committee’s experience in leading this struggle is as follows: First, leading cadres must take responsibility and personally take action. Second, practice self-criticism and mercilessly expose evildoers and misdeeds. Third, strengthen inspection work, sending capable cadres deep into factories, mines, government offices, and rural areas to conduct targeted inspections and handle typical cases. Fourth, use newspapers to carry out extensive and in-depth propaganda and education.
