Commentary by the Central Committee on the North China Bureau’s Report on Continuing the New Three-Anti Campaign (March 6, 1953) To all Central Bureaus and Sub-bureaus, with copy to provincial, municipal, and district party committees, as well as county party committees: The North China Bureau’s document of March 1 [1] is very good. It is being circulated for your reference and will also be published in the Party journal. The North China Bureau has already drawn up its first summary of the campaign against bureaucratism, commandism, and violations of law and discipline, and has made differentiated arrangements accordingly. We urge all of you to follow this example.

Notes [1] Refers to the report of the CPC North China Bureau dated March 1, 1953, concerning the continued campaign against bureaucratism, commandism, and violations of law and discipline. The report states that the struggle against bureaucratism and violations of law and discipline in the North China region has yielded certain achievements and experiences; however, the campaign has been unevenly developed, with many leaders still lacking sufficient understanding and attention, remaining in a passive position. In light of this, the North China Bureau proposes: to continue the campaign throughout the entire region in conjunction with current work; to adopt a method of gradual, in-depth advancement under centralized leadership and with clear priorities, while strictly avoiding impetuousness and a scorched-earth approach; to begin by organizing cadres in the leading organs of various sectors to study relevant documents, reflect on their own thinking, and, based on concrete examples, conduct self-inspections; that different regions and departments should set different priorities for their inspections; and to convene another provincial- and municipal-level meeting on handling letters from the people in early March to review and assess the handling of such correspondence.
