Central Committee’s Comment Transmitting the Hebei Provincial Committee’s Experience in Launching the New Three-Anti Struggle

To all central bureaus, sub-bureaus, and to be forwarded to provincial, municipal, and regional Party committees and prefectural committees:

Hebei Province’s experience [1] is very good. It is hereby transmitted for your reference and for publication in Party journals. It is hoped that all provincial and municipal committees will emulate the example of the Hebei Provincial Committee by integrating this struggle with various tasks throughout 1953, and under leadership

[1] Refers to the experience of the Hebei Provincial Committee in leading the struggle against bureaucratism, commandism, and violations of law and discipline, as reported by the North China Bureau of the CPC Central Committee to its subordinate units on March 5, 1953. The report stated that leading organs at all levels in Hebei Province had in the past displayed a serious disregard for handling letters and visits from the masses and failed to expose wrongdoers and misdeeds. After the Central Committee issued its directive against bureaucratism, commandism, and violations of law and discipline, and the North China Bureau persistently urged action, the Hebei Provincial Committee conducted a profound self-examination and convened a conference of prefectural and municipal Party committee secretaries in late January. Chaired by Provincial Party Secretary Lin Tie, it seriously dealt with the case of law-breaking and discipline-violating village cadres in Taidicun, Yi County, and the case of a fire at the Shijiazhuang Vegetable Oil General Factory caused by leading cadres’ bureaucracy, which resulted in severe loss of state property. Subsequently, the provincial Party committee, the provincial people’s government, and some prefectural and municipal Party committees handled a series of typical cases involving serious violations of law and discipline that harmed the interests of the people, and punished bad elements who had gravely violated law and discipline and oppressed the people. The handling of these typical cases was all made public through the *Hebei Daily*, exerting a strong educational effect on cadres and the masses. The Hebei Provincial Committee’s serious and conscientious handling of typical cases of law-breaking and discipline violation won warm support from the broad masses, further strengthened and consolidated the ties between the Party and the masses, and enhanced the masses’ courage to expose wrongdoers and misdeeds. The Hebei Provincial Committee’s experience in leading this struggle is: first, leading cadres take personal responsibility and handle matters themselves. Second, practice self-criticism and expose wrongdoers and misdeeds without mercy. Third, strengthen inspection work by sending competent cadres deep into factories, mines, government organs, and villages to carry out focused investigations and handle typical cases. Fourth, conduct extensive and in-depth publicity and education through newspapers.
