Comments on Xiao Hua’s Report〔1〕 Concerning the Dispatch of Cadres to Conduct In-Depth Inspections within the Troops〔2〕 (March 5, 1953) Comrade Xiao Hua: It is very good to send out inspection teams in groups. However, a period of one to one and a half months for each team’s inspection seems rather long. It would be more appropriate for each group to return with its report after half a month to twenty days, and then to carry out another inspection after a few months. If we take one and a half months as the total duration, it could be divided into three separate trips, with half a month sufficient for each visit. By air, train, and automobile, one can see many places in just half a month. Published according to the manuscript. Notes 〔1〕 Xiao Hua was at that time Deputy Director of the General Political Department of the People’s Revolutionary Military Commission. 〔2〕 Refers to Xiao Hua’s report dated March 5, 1953, addressed to Mao Zedong and Peng Dehuai, concerning the dispatch of cadres to conduct in-depth inspections within the troops. The report stated that, in order to implement the Central Committee’s directive against bureaucratism, it was proposed to adopt a method of sending cadres in batches to carry out inspections throughout the armed forces, so as to advance this campaign across the entire military. The first phase of inspections by the General Political Department was organized into five teams, each conducting inspections for a period of one to one and a half months. The main focus of these inspections was on the main force units of each military region and on cultural and educational work.
