Notes [1] The first note was written on a report dated February 1, 1953, submitted by Lai Chuanzhu and Xu Liqing, deputy directors of the General Personnel Department of the Central Military Commission, to Mao Zedong concerning the summary of cadre rating work throughout the armed forces. The second note was penned by Mao after he had reviewed Liu Shaoqi’s comments and revisions on this report, dated February 9. The third note appears on a report dated February 10, 1953, also submitted by Lai Chuanzhu and Xu Liqing to Zhou Enlai for onward transmission to Mao Zedong, regarding the implementation of the rank system in the armed forces. [2] Refers to the summary of cadre rating work throughout the armed forces, which the General Personnel Department of the Central Military Commission submitted to Mao Zedong on February 1, 1953. [3] Liu refers to Liu Shaoqi; Zhou to Zhou Enlai; Zhu to Zhu De; Gao to Gao Gang, who at the time was a member of the Political Bureau of the CPC Central Committee and Chairman of the State Planning Commission of the Central People’s Government; and Huang Kecheng, who then served as Deputy Chief of Staff of the Chinese People’s Liberation Army.
