Notice from the Central Committee on the Official Publication of the Resolution on Mutual Assistance and Cooperation in Agricultural Production (February 15, 1953) To all ministries and commissions of the Central Committee, the Party Leading Groups of the Central People’s Government; to all Central Bureaus and Branch Bureaus, with further transmission to the provincial and municipal Party committees: The draft resolution on mutual assistance and cooperation in agricultural production issued by the Central Committee in December 1951 has, after more than a year of implementation, been proven correct. It should therefore be promulgated as the official resolution, with the word “draft” deleted. Only Article 11 of the draft is to be amended by replacing the six characters “and possessing machinery conditions” with eight characters: “and having appropriate economic conditions.” [1] This resolution may now be printed and published as a separate booklet in its present form. Notes [1] The original text of this passage in Article 11 of the Central Committee’s draft resolution of December 15, 1951, on mutual assistance and cooperation in agricultural production read as follows: “State-owned farms should be widely promoted to serve as models and to provide technical assistance and guidance to mutual-aid teams and cooperatives. Where farmers fully consent and machinery conditions are available, a small number of socialist-type collective farms may also be tried—say one to several per province—in order to gain experience and to set an example for the peasantry.” In March 1953, Mao Zedong and the Central Committee further revised this resolution, which was then published in the People’s Daily on March 26, 1953.
