Letter Forwarding the Article “Serious Cases of Lawbreaking and Disciplinary Violations Among Grass-roots Cadres in Rural Hebei Province” to Xinhua News Agency (February 2, 1953)  To the Xinhua News Agency Headquarters:  On January 30, the “Internal Reference” published an article titled “Serious Cases of Lawbreaking and Disciplinary Violations Among Grass-roots Cadres in Rural Hebei Province,” which is highly informative. We request that this article be distributed to comrades in all Central Bureaus, Sub-bureaus, provincial committees, and municipal committees for their review as reference material. Furthermore, we instruct you to direct the Xinhua branch offices in various provinces and cities to follow the example of the Hebei branch, gathering similar reports from their respective localities and publishing them in the “Internal Reference.”  Comrades Lin Tie and Xue Xun, leading officials of the Hebei Provincial Party Committee, [1] have comprehensively exposed numerous instances of lawbreaking and disciplinary violations within the province’s grassroots organizations, demonstrating that the Central Committee’s January 5 directive on combating bureaucratism, commandism, and lawbreaking and disciplinary breaches [2] has indeed captured their attention. However, most other provinces and cities have yet to provide such feedback. Therefore, we urge you to pay close attention to collecting reports on this very topic from across the country and to transmit the most representative cases to the various Central Bureaus, Sub-bureaus, provincial committees, and municipal committees, so as to draw their serious consideration.
