Central Directive Transmitting the Hebei Provincial Party Committee's Report on Military Recruitment Work

To all Central Bureaus and all Greater Military Regions:

This document [1] should be given attention by the Central Bureaus of East China, Southwest, Northwest, Central-South, and Northeast, as well as their respective Greater Military Regions, so as to facilitate the correction of deviations and the fulfillment of tasks during the military recruitment campaigns in their areas.

[1] Refers to the report of the Hebei Provincial Party Committee of the Chinese Communist Party, dated January 24, 1953, on military recruitment work, submitted to the North China Bureau and all prefectural committees. The report states that the current military recruitment work in Hebei Province has entered the stage of screening, concentrating, and consolidating new recruits. Judging from the screening of some new recruits concentrated at the county level, there is full confidence in completing the province's recruitment tasks. However, development is uneven among different areas. In some backward areas, propaganda work is disconnected from organizational work, and general mobilization is disconnected from individual persuasion. Some one-sidedly emphasize voluntariness while neglecting compulsory education, equating voluntariness with spontaneity and "sitting and waiting for recruits to come." In propaganda, some only speak in general principles without linking to reality, while others speak carelessly, even erroneously propagating the "three no-returns" (no return unless dead, no return unless disabled, no return unless imperialism is completely defeated).
