Speaking in terms of the whole country, military operations on the mainland have ended, land reform has been basically completed, and people in all walks of life have been organized. Therefore, in accordance with the provisions of the Common Programme of the Chinese People's Political Consultative Conference, the conditions are ripe for convening the National People's Congress and local people's congresses at all levels. This is a great victory won by the Chinese people through bloodshed and sacrifice and through decades of struggle for democracy. Convening the people's congresses will further develop people's democracy, strengthen national construction and reinforce the struggle to resist U.S. aggression and aid Korea. The government under the system of people's congresses will still be a government of the united front of all nationalities, all democratic classes, all democratic parties and all people's organizations, and it will be beneficial to the whole people.
