Notes [1] Refers to the report dated January 10, 1953, submitted by Luo Ronghuan, Director of the General Political Department of the People’s Revolutionary Military Commission, together with Deputy Directors Fu Zhong and Xiao Hua, to Mao Zedong, the Central Committee, and the Military Commission, concerning work among enemy and puppet forces on the Korean battlefield over the past year. The report states that during the second half of 1952 our forces successively launched four focused political offensives against enemy and puppet troops (the June 25th Offensive, the August 15th Offensive, the Mid-Autumn Festival Offensive, and the ongoing Christmas Offensive). The previous situation—characterized by enemy leaflets flying everywhere along the front lines, frequent broadcasts and shouting, while our own activities were relatively few—has now been reversed. At present, providing units with sufficiently ample modern propaganda equipment has become an important issue for carrying out anti-enemy propaganda. Broadcasting sets used for propaganda are highly effective; however, most of those currently available are small models, whose sound can reach only within a radius of about three Chinese miles. A 250-watt set, on the other hand, performs much better, capable of overpowering enemy broadcasts and thus particularly favored by the troops. In addition to their use in anti-enemy propaganda, these broadcasting sets also serve as a tool for conducting political work within our own units. [2] Zhou refers to Zhou Enlai.
