[3] Refers to the eighteen major incidents listed in Luo Ruiqing’s report dated December 29, 1952, addressed to Mao Zedong and the Central Committee, concerning enemy sabotage during our industrial production processes. The report stated that some of these eighteen major incidents had been preliminarily determined to be acts of counterrevolutionary sabotage.
