This is a note written by Mao Zedong to Premier Zhou Enlai on a report submitted in August 1952 by Luo Ronghuan, Minister of the General Cadre Administration Department of the People’s Revolutionary Military Commission of the Central People’s Government, together with Deputy Ministers Lai Chuanzhu and Xu Liqing.

The report stated: After careful consideration, we believe it would be appropriate for the medals to be awarded in the name of the Central People’s Government. At present, when we begin formulating the awarding procedures, we should not introduce too many types of medals. Therefore, we propose reducing the previously proposed medals and commemorative badges to just two—namely, the August 1st Medal and the Medal of Honor. As for heroes and model figures, we suggest temporarily withholding commemorative badges and substituting other forms of recognition instead. We have also redrafted draft regulations for awarding medals in the name of the state, namely the “Draft Regulations of the People’s Republic of China on the Conferment of the August 1st Medal” and the “Draft Regulations of the People’s Republic of China on the Conferment of the Medal of Honor.” Kindly review and revise these drafts. If deemed feasible, they should be submitted in the name of the Military Commission to the Central People’s Government Committee for examination and approval.
