This refers to the specific deployment proposed in Nie Rongzhen’s report dated December 10, 1952, addressed to Peng Dehuai and copied to Mao Zedong, Zhu De, Zhou Enlai, and Lin Biao, concerning issues such as preventing enemy landings behind the ROK-US Combined Forces. The report stated that, in accordance with Mao Zedong’s assessment and determination regarding the future development of the Korean war situation, a meeting was convened on the afternoon of the 9th with relevant officials to jointly study and discuss measures to prevent enemy landings behind our forces in Korea, various wartime preparedness tasks, the construction and improvement of Korean railways, domestic mobilization of new recruits, and fortification of the Liaodong and Shandong peninsulas, ultimately formulating a concrete plan.
Efforts will be made to complete the Gucheng–Qiu Chang–Dechuan railway line by the end of April, and to build a mountain road between Qiu Chang and Dechuan along with numerous warehouses, facilitating preliminary transport operations. Another wide highway should also be maintained between Gucheng and Qiu Chang. Additionally, efforts will be made to add another wide road between Hichon and Dechuan, while widening the existing two roads. Furthermore, the route between Yinhua and Qiu Chang should be significantly improved.

These annotations by Mao Zedong were written beside the following passage in Nie Rongzhen’s report: “Regarding the construction and improvement of Korean railways, after consultation with Teng Daiyuan and Lü Zhengcao, it is proposed to first construct the section from Gucheng to Qiu Chang (87 kilometers) and the section from Qiu Chang to Dechuan (37.5 kilometers), while simultaneously improving the existing Jigan–Qiu Chang line.”

Nie Rongzhen’s report further stated: With regard to the opinions submitted by the Ministry of Railways concerning the construction of Korean railways, the following approach is proposed: (1) Approve the construction of the Qiu Chang–Dechuan line and the improvement of the Sunji–Jachon line. (2) The engineering units shall be directly determined through consultation between the Ministry of Railways and the Central Financial Commission, drawing personnel from agricultural engineers or other qualified engineers to carry out the work. (3) It is proposed to assign three to four anti-aircraft artillery battalions composed of converted troops to provide cover during road construction.
