A paragraph added to the draft decision of the Central Committee on changing the methods of managing cadres and establishing a Department of Financial and Economic Work [1] (December 1952) The leadership responsibilities of the CPC Central Committee and party committees at all levels with respect to the government, financial and economic work, and industrial construction are as follows: (1) All major and important principles, policies, and plans must be uniformly prescribed by the CPC Central Committee, which shall adopt Party resolutions and directives or review and approve recommendations addressed to responsible officials of relevant organs and Party leading groups. The central representative bodies and party committees at various levels, in turn, shall resolutely ensure the implementation of all resolutions, directives, and decrees issued by the CPC Central Committee and the Central People’s Government, and, within the bounds of not contravening such central decisions, directives, and decrees, formulate their own resolutions or directives to guarantee the completion of tasks assigned by the central authorities and higher-level organizations.
