[2] Refers to a report dated December 26, 1952, from Fu Qiutao, Minister of the People’s Armed Forces Department of the People’s Revolutionary Military Commission, addressed to Nie Rongzhen, concerning the review of relations with Soviet advisors. The report stated that the Soviet advisors had recommended the swift establishment of military enlistment agencies at all levels, from central to local; without such agencies, the Military Service Law could not be implemented. These agencies, it was suggested, should be established one year prior to the promulgation of the law.
