This document was studied on the 21st by Comrades Liao Luyan and Chen Boda. Boda and I discussed the points to be revised, and Comrade Gao Gang has already approved them. If you are short on time, you may simply read the Northeast Bureau’s report [3] and the Central Committee’s reply telegram.
Please ask Shang Kun to forward one copy of the Central Committee’s reply telegram, one copy of Zhang Mingyuan’s report with revisions or annotations, and four draft documents including the statutes [to be sent], making a total of six items, to the Northeast Bureau. Among these, the five items such as Zhang Mingyuan’s report should be sent in their original form; there is no need to retype them. Additionally, please have Shang Kun send one copy of the Northeast Bureau’s report to the Central Committee, along with the Central Committee’s reply telegram.
One copy of Zhang Mingyuan’s report, one copy of the draft provisional statutes for Northeast Agricultural Cooperatives—making a total of four copies—are to be printed and distributed to all central bureaus and provincial, municipal, and regional party committees outside the Northeast region.

Chen refers to Chen Yun, who at that time served as Vice Premier of the Government Administration Council and Director of the Financial and Economic Commission. Bo refers to Bo Yibo, who at that time was Deputy Director of the Financial and Economic Commission of the Government Administration Council.
[2] Refers to the report delivered by Zhang Mingyuan, Deputy Secretary of the Northeast Bureau of the CPC Central Committee, at the Rural Work Conference convened by the Northeast Bureau on October 28, 1952, concerning the implementation of the resolution on agricultural collectivization and further boosting agricultural production.
[3] Refers to the report submitted by the Northeast Bureau of the CPC Central Committee to the Central Committee on November 19, 1952, detailing the Northeast Regional Rural Work Conference held from October 27 to November 10.
