Central Committee Telegram to Liu Shaoqi Regarding the Convening of a National Representatives’ Conference of the Party (December 12, 1952)

Comrade Zhang Wentian [1], please forward this to Comrade Liu Shaoqi: The Central Committee has decided to convene a National Representatives’ Conference of the Party [2] (not a National Congress) on February 5 next year. You are requested to return to China in late December or early January to assist in preparing the agenda. As for the five comrades Rao Shushi, Chen Yi, Liu Changsheng, Li Fuchun [3], and Zhang Wentian, they are asked to return to China in mid- or late January so as to attend the conference. [2] The National Representatives’ Conference of the Communist Party of China was subsequently postponed to March 21–31, 1955. [3] Rao Shushi was then First Secretary of the East China Bureau of the CPC Central Committee; Chen Yi was Second Secretary of the East China Bureau and First Secretary of the Shanghai Municipal Committee of the CPC; Liu Changsheng was Third Secretary of the Shanghai Municipal Committee; and Li Fuchun was Deputy Secretary-General of the CPC Central Committee. They were members of the CPC Central Committee delegation that attended the Nineteenth Congress of the Communist Party of the Soviet Union.
